Practice Description
Brian Moore is a member of the firm’s litigation practice group. He represents public agencies and public employees in matters involving civil rights claims, general tort liability, and employment disputes.
Mr. Moore has defended public agencies in state and federal courts for over 15 years. He has particular expertise defending law enforcement officers and agencies in civil rights matters involving allegations of police misconduct, excessive force, unlawful detention, and due process violations. Mr. Moore also handles litigation involving dangerous condition of public property claims, public employee negligence, and employment claims. He handles all phases of litigation from the pleading stage through trial and appeal.
Mr. Moore also advises public agencies regarding public works construction projects and has represented public agencies in litigation involving construction disputes.
During law school, Mr. Moore served as a law clerk for the Honorable James Di Cesare of the Orange County Superior Court.

Representative Matters
- Represented a sanitation district at trial in the prosecution of a constitutional challenge to a local measure prohibiting the land application of biosolids
- Successfully defended a sanitation district in a writ of mandamus action pertaining to a public contract construction bid dispute involving a variety of issues, including sole-source requirements and compliance with bid specifications, representing in a judgment in favor of the sanitation district
- Defended a national property restoration company in the construction defect action pertaining to water damage allegedly resulting from roofing defects
- Represented multiple sanitation districts in actions pertaining to the purchase of defective vitrified clay pipe, resulting in significant monetary recovery
- Assisted in a successful permit revocation proceeding against a centralized waste treatment facility, resulting in the assessment of significant administrative penalties
